Seriously, why else would the IRS need a SWAT team? Tax evaders don't tend to be the most violent of criminals--rather, they tend to serve in Presidential cabinets.
In my opinion, most PDs don't need a SWAT team--especially the ones that aren't patrolling cities with populations over 1 million. Seriously, Missouri, in particular, would be solidly served with two or three regional SWAT teams (I'd base 'em in Kansas City, St. Louis, and probably Columbia or Springfield). I doubt Kansas would need more than one.
